Blue Governance dan Tata Kelola Maritim Adaptif di Indonesia: Kajian Literatur Integrasi Partisipasi Publik, Akuntabilitas, dan Ketahanan Pesisir

Transformasi pembangunan kelautan di Indonesia mengalami pergeseran dari eksploitasi menuju pendekatan berkelanjutan melalui blue economy dan penguatan tata kelola (blue governance). Namun, tantangan utama masih mencakup fragmentasi kebijakan, lemahnya koordinasi antarlembaga, partisipasi publik yang cenderung formalistik, serta akuntabilitas yang belum optimal. Artikel ini bertujuan mengkaji secara literatur bagaimana konsep blue governance dan tata kelola maritim adaptif dapat dipertemukan dalam konteks Indonesia, khususnya dalam integrasi partisipasi publik, akuntabilitas, dan ketahanan pesisir. Penelitian ini menggunakan pendekatan Systematic Literature Review (SLR) dengan analisis tematik untuk mengidentifikasi, mengelompokkan, dan mensintesis tema-tema utama dari berbagai literatur yang relevan. Hasil kajian menunjukkan bahwa Indonesia pada dasarnya telah memiliki fondasi regulasi maritim yang cukup kuat, tetapi implementasinya masih didominasi pendekatan sektoral dan koordinasi yang belum terintegrasi. Partisipasi publik masih lebih sering ditempatkan sebagai prosedur administratif daripada mekanisme substantif dalam pembentukan kebijakan, sementara akuntabilitas maritim belum sepenuhnya mampu memastikan transparansi, kejelasan tanggung jawab, dan pengawasan publik yang efektif. Kajian ini juga menegaskan bahwa ketahanan pesisir tidak dapat dipisahkan dari kualitas tata kelola maritim, karena kapasitas adaptif wilayah pesisir sangat bergantung pada integrasi kebijakan, pelibatan masyarakat, dan institusi yang responsif terhadap dinamika sosial-ekologis. Dengan demikian, blue governance menjadi arah strategis bagi pembangunan maritim Indonesia yang lebih inklusif, adaptif, dan berkeadilan.
