Inovasi Digital Governance dalam Tata Kelola Wilayah Maritim Pesisir

Wilayah maritim pesisir Papua memiliki potensi sumber daya kelautan yang sangat besar, namun masih menghadapi sejumlah tantangan dalam tata kelola, seperti kurangnya data, lemahnya koordinasi antar lembaga, serta rendahnya kualitas layanan publik di sektor kelautan. Perkembangan teknologi informasi dan komunikasi membuka peluang untuk menerapkan digital governance sebagai pendekatan inovatif dalam kebijakan pengelolaan wilayah maritim pesisir. Kajian ini bertujuan untuk menganalisis peran inovasi digital governance dalam meningkatkan efektivitas tata kelola wilayah maritim pesisir Papua serta mengidentifikasi tantangan kebijakan yang muncul dalam pelaksanaannya. Kajian ini menggunakan pendekatan kualitatif dengan metode kajian kebijakan melalui analisis dokumen regulasi, kebijakan pemerintah, dan literatur ilmiah yang relevan. Hasil kajian menunjukkan bahwa penerapan digital governance memiliki potensi untuk meningkatkan transparansi, integrasi data kelautan, akuntabilitas kebijakan, serta kualitas layanan publik di wilayah pesisir. Namun, keterbatasan infrastruktur digital, kapasitas sumber daya manusia, dan kesenjangan literasi digital masyarakat pesisir masih menjadi kendala utama. Oleh karena itu, diperlukan kebijakan publik yang adaptif, inklusif, dan kontekstual untuk memastikan inovasi digital governance dapat diimplementasikan secara berkelanjutan dalam tata kelola wilayah maritim pesisir Papua.
