Birokrasi Publik di Era Digital: Tantangan dan Peluang Reformasi Administrasi Pemerintahan

Fenomena kajian ini terletak pada adanya tantangan internal (struktural, kultural, regulatif) yang menghambat reformasi birokrasi, di sisi lain adanya peluang strategis digitalisasi untuk memperkuat efisiensi, akuntabilitas, transparansi, dan partisipasi publik. Oleh karena itu, tujuan kajian ini adalah untuk mengeksplorasi tantangan dan peluang yang dihadapi birokrasi publik dalam era digital, menganalisis dampak digitalisasi terhadap efisiensi, transparansi, akuntabilitas, partisipasi publik, dan kualitas pelayanan, serta menilai keterkaitan antara hambatan dan peluang tersebut terhadap perubahan budaya organisasi, pola kerja aparatur, dan tata kelola pemerintahan. Kajian ini menggunakan pendekatan kualitatif dengan metode kajian pustaka dan analisis konseptual untuk memahami tantangan dan peluang birokrasi publik di era digital. Data sekunder diperoleh dari buku, jurnal, laporan resmi, dokumen kebijakan, dan publikasi penelitian yang relevan dan kredibel. Analisis dilakukan melalui content analysis dan analisis tematik untuk mengidentifikasi, mengkategorikan, dan mensintesis isu utama seperti tantangan struktural dan kultural, peluang digitalisasi, kepemimpinan, dan partisipasi publik. Hasil kajian menunjukkan bahwa transformasi digital berperan strategis dalam reformasi birokrasi multidimensional dengan meningkatkan efisiensi, transparansi, akuntabilitas, partisipasi masyarakat, dan kolaborasi antarunit. Keberhasilannya tergantung pada kesiapan infrastruktur, kapasitas SDM, budaya organisasi adaptif, serta regulasi yang responsif. Oleh karena itu, diperlukan penguatan infrastruktur, peningkatan literasi digital aparatur, reformasi budaya organisasi, pembaruan regulasi, penguatan tata kelola dan partisipasi publik, serta integrasi kolaborasi lintas unit melalui pendekatan holistik untuk mewujudkan birokrasi profesional, adaptif, dan berorientasi pada pelayanan berkualitas.
